Construction of orthogonal arrays

Abstract
For every prime-power q and n≥m we construct orthogonal arrays OA(t,qn + [n/m],qm) (2≤t≤qn). If qm < t ≤qn, we also get OA(t.qn.qm). Finally we construct families of large sets of orthogonal arrays and of t-resilient functions.
